CLLARE landing site

So far no work has been done on selecting the CLLARE landing site. However, some obvious criteria are:

To avoid violating our Social Contract we must maintain our distance from previous moon landing sites.
To avoid costly orbital inclination changes after lunar capture, the landing site should lie roughly on the plane of our Earth-moon transfer (which may be the Earth's equatorial plane or the Earth-moon orbital plane).
The landing site should facilitate a scientifically interesting lunar EVA schedule.
