Estimate as accurately as possible the parameters of the orbit that the spacecraft has been inserted into. This could in principle be done entirely from onboard the spacecraft (using GPS, IMU, horizon sensors, etc.), but ground based observations will improve accuracy and should be used too.

Based on determined orbit, compute the best possible time, attitude and burn duration for TLI.

This will be more difficult than the initial Earth orbit determination: no GPS, and probably no useful ground measurements. Horizon sensors may still work. IMU based estimates, radar/laser altimeters and visual observation will probably be key.
