I have created an open task list page on the Wiki. The purpose of the list is fairly self-explanatory. I have filled it out with things I could think of on the spot but I would like it to be a fairly detailed list, so feel free to add as many other things as you can think of. The idea is that this page should become a go-to place for newcomers to the project to spot things they can help out on.

It looks like a nice start.
I'm sorry, but I really can't figure out the formatting that you've got going on. It makes it very difficult to edit stuff when you have to chase the nested content's source. What is the advantage of using this formatting style?

The advantage is that individual workgroups can easily put lists of only their open tasks somewhere on their wiki page, with changes showing up both in their list and the master list simultaneously.
If people don't like this or think it's not worth the hassle I'm totally fine with a change. However, I made a few edits this morning just by clicking on the "Edit" buttons on the right hand side of the page and found it automatically took me to the correct edit page for that section, making it pretty easy.
