I was doing some digging, and found the following list of GPS units which have been tested and work at above 60 thousand feet. It isn't clear if they have a maximum air speed cut off ( if I remember correctly, most commerial GPS units won't work at airspeeds over 999 knots), but this might be a good place to start looking for suitable gps units.
