Telemetry packet format planning in Wiki | Communications Workgroup | Forum

I've created a page in the Wiki for planning the telemetry packet format.  It's arguably too soon to be doing this, but it's the kind of thing that is very simple to change around in the early stages, and it helps make the project look more active/complete, so I figured "why not"?  There are tons of stuff I haven't even thought about adding yet, so everybody feel free to chip in.
